This guide brings together regional, chamber of commerce and local grants dedicated to business digitalisation, with particular attention to measures that may include software, cloud services, management systems, artificial intelligence and process automation.
Business digitalisation continues to be at the heart of numerous regional and chamber of commerce incentives. In 2026, many measures fund investments in software, SaaS, cloud computing, management systems, ERP and CRM, artificial intelligence, cybersecurity, document automation, consultancy and training.
For a construction company, this may mean the opportunity to include digital tools such as Edil-Up in a broader business and construction-site transformation project.
This does not mean, however, that every software subscription is automatically eligible for funding. Each grant has its own rules on location, business size, spending date, type of technology, supplier requirements, minimum investment and reporting procedures.
That is why we have organised this guide region by region, setting out the key information for each measure and a cautious assessment of Edil-Up’s potential eligibility.

Abruzzo – SME Digitalisation
The Abruzzo Region has published the SME Digitalisation grant, funded with 10 million euros under PR FESR Abruzzo 2021-2027.

Which grants could Edil-Up qualify for?
Edil-Up is SaaS and cloud software dedicated to digitalising construction companies. The platform allows businesses to centralise construction sites, collaborators, documents, activities, operational information and communications.
It may therefore be consistent with several categories that recur in digital transformation grants:
- software and licences;
- Software as a Service – SaaS;
- cloud computing;
- integrated management systems;
- ERP and CRM, where provided for by the measure;
- business process management and automation;
- document digitalisation and automation;
- artificial intelligence;
- data analysis;
- tools for the digital coordination of the business.
This does not mean that Edil-Up is automatically eligible under every grant. Technological compatibility is only one of the elements that must be checked.
Each incentive may set different conditions regarding the duration of subscriptions, supplier characteristics, the expense start date, minimum investment, ATECO code, business premises, quotations, documentation and payment methods.
In some cases, Edil-Up may constitute a standalone project item. In others, it may be included in a broader investment together with other software, hardware, professional services, consultancy or training.

Before purchasing software in reliance on an incentive, check at least the following:
- Territory: required registered office or local unit.
- Size: eligible micro, small or medium-sized business.
- ATECO: eligible or excluded sectors.
- Compliance: DURC and other requirements, where requested.
- Expense date: when the investment becomes eligible.
- Amounts: minimum investment and maximum grant.
- Technology: software and services actually eligible for funding.
- Supplier: any specific requirements.
- Payment and reporting: permitted methods.
- Availability: first-come, first-served procedure, ranking or waiting list.
For grants processed on a first-come, first-served basis, chronological order may become decisive. Preparing quotations, signatures, self-declarations and documentation before the opening can therefore make a real difference.

An incentive can reduce the initial cost of a digital transformation, but its real value does not simply depend on buying new software.
For a construction company, digitalising means reducing scattered information, manual steps, duplicate documents and tools that do not communicate with one another.
It means connecting people, construction sites, documents and processes within an operational environment that can be used both by the office and by those working in the field.
This is the need from which Edil-Up was born.
